
David Dinkins Academy
RATIONALE
In April of 2013 The faculty within the Medgar Evers College Department of Public Administration adopted a strategic plan that proposed transforming the department into a school named in honor of Mayor David N. Dinkins, wherein a learning domaine would sustain the intellectual and personal development of a new generation of students, committed to the discipline and practice of civil service administration,
nonprofit administration, International administration, human rights administration and the administration of justice. The Department of Public Administration envisions that the David N. Dinkins School would express this mission by embracing the enduring legacy of Medgar Evers College, which is committed to internalizing values promoting human dignity, justice and democratic practice. Moreover, the faculty of the Department of Public Administration recognized that the incumbent leadership (“baby boomers”) who occupy strategic positions in city management will be retiring, thus creating opportunities for a new generation of public administrators, representing a more diverse city, state and nation. The faculty envisioned that The David N. Dinkins School would advance this mission.

GOAL
The faculty of the Medgar Evers College, Department of Public Administration proposes to rename it’s Department, The David N. Dinkins Department for International and Public Affairs and implement a strategic plan consisting of a five year action agenda, leading to the creation of The David N. Dinkins School for International and Public Affairs, promoting scholarship in Civil Service Administration, International Administration, Human Rights Administration, Nonprofit Administration and the Administration of Justice. To this end, the faculty within the Department identified the following goals that will necessitate funding for planning, development and implementation of The David Dinkins School for International and Public Affairs at
Medgar Evers College..

Attract and maintain a talented and diverse faculty representing highly recognized academicians and practitioners from the discipline and practice of public administration.

Recruit and educate a diverse student body population who value scholarship, embrace excellence, personal development and academic achievement through self-agency, resilience and endurance.

Create a comprehensive “writing in the discipline” program, promoting high standards of knowledge and skills found associated with top tier public administration programs.

Strengthen the goals of the DuBois- Bunche Center for Public Policy to include undergraduate and faculty research concerning the theories and practice of public administration as aligned with best practices for the implementation of public policies promoting equity, human rights and democratic practice in local and global communities.

Establish an honors program offering a rigorous curriculum for entering freshmen committed to graduate studies and public service via a 4 + 1 gateway articulation with leading graduate and professional schools.

Develop a special honors academy promoting scholarship in International and Human Rights Administration that links students to a learning domain providing opportunities that embrace diversity, global awareness and public service.

Formulate a formal articulation between the proposed David N. Dinkins School for Public Affairs with The New York City Department of City Administrative Services and the Municipal Labor Unions, to establish an entry level, middle management and policy analyst initiative, providing educational opportunities for “Emerging Managers” employed within the New York City Civil Service System.

PROGRAM OBJECTIVES
The Public Administration Department proposes to implement a comprehensive five (5)
year planning and development process, including a commitment to a set of program objectives, leading to the creation of the David N. Dinkins School.
The following objectives have been outlined in the 2013-2014 Strategic Plan:

Establish a faculty development initiative enabling the recruitment of a diverse composition of visiting professors, visiting practitioners and distinguished professors from the disciplines and professions associated with Public Administration.

Create a “pipeline to public service” that attracts and educates a diverse student body population from a cohort of high schools that are traditionally linked to Medgar Evers College. Also, establish a formal articulation with The New York City Department of City Administrative Services and the municipal unions todevelop the “Lucille Rose Emerging Managers program.”

Collaborate with the National Council for Undergraduate Research, The National Collegiate Honors Council and Alpha Phi Alpha (The Honors Society of the National Association of Schools for Public Administration and Affairs) to establish a 4 + 1 honors gateway, to graduate and professional studies, at Columbia University, SUNY Albany, LIU and NYU. Thus, initiating the following scholarship domaines:

Develop a preservice and inservice professional development program that provides guidance and instruction for faculty to enhance teaching via creative pedagogy and student assessment for the discipline of public administration.

Organize a departmental collaboration with the English Department for the establishment of an “Ida B. Wells Writers Project” that encourages high standards for student reading and writing in the public administration discipline.

Coordinate a “ Global Passport For International and Human Rights
Administration”, student exchange program with the University of Western Cape and University of Pretoria for an academic initiative that explores City Management and Human Rights Administration respectively (see Chaney Goodman Schwerner Academy for International and Human Rights Administration).
